Agadir Ida-Outanane: 140 Youth Projects Worth Over 8.6 Million Dirhams, with the INDH Financing 81.4%

The Provincial Human Development Committee reviewed 140 projects under INDH Programme 3, which is dedicated to improving incomes and promoting the economic inclusion of young people.

A total of 140 projects have been submitted to the Provincial Human Development Committee of Agadir Ida-Outanane Prefecture, with a total cost of 8,632,000 dirhams, under the third programme of the National Initiative for Human Development (INDH), dedicated to improving incomes and promoting the economic inclusion of young people.

According to data contained in the document concerning the meeting, chaired by the wali of the Souss-Massa region and governor of Agadir Ida-Outanane Prefecture on Thursday, October 1, 2026, the Initiative’s contribution amounts to 7,028,500 dirhams, representing approximately 81.4% of the total budget.

The Initiative covers more than four-fifths of the funding

The figures show that the INDH contribution accounts for more than four-fifths of the cost of the projects presented, while the difference between the total cost and this contribution amounts to 1,603,500 dirhams, or approximately 18.6%. The document does not specify which parties will cover this amount.

Dividing the total budget by the number of projects gives an average cost of approximately 61,657 dirhams per project, while the Initiative’s average contribution stands at 50,204 dirhams per project. These are arithmetic averages and do not mean that all projects receive equal amounts, as funding varies according to their nature and areas of intervention.

From funding volume to measuring results

The meeting was devoted to reviewing and approving the proposed projects, as well as examining the programming of the remaining funds under programmes 2 and 4. However, the document does not provide details on the final approval status of the 140 projects, nor on the amount of funding remaining under these two programmes.

The wali stressed that the current phase requires a shift from a project-financing approach to measuring results, impact, effectiveness and sustainability, by directing support towards economic initiatives capable of creating jobs, increasing incomes and strengthening young people’s autonomy.

He underscored the importance of supporting the holders of ideas and projects, adopting precise targeting and coordinating among stakeholders, as well as monitoring and evaluation, in order to ensure the optimal use of available resources.

Expected number of jobs not announced

Although the number of projects and the budget allocated to them were specified, the data presented include neither their breakdown by sector or geographical area, nor the number of beneficiaries or jobs expected to be created.

These indicators remain essential for assessing the economic and social impact of the funding, in line with the direction set out by the wali: linking the Initiative’s interventions to a tangible and lasting impact on citizens’ lives.
