Agadir’s ISPITS: First Institute to Open a Direct Debate on the Promotion of Teacher-Researchers Outside the University System

A meeting held on September 25, 2026, brought together faculty researchers from the ISPITS institutions in Agadir and Tiznit to discuss Law 59.24 and the new special status governing their professional body.

On Friday, 25 September 2026, the Higher Institute of Nursing and Health Techniques Professions (ISPITS) of Agadir hosted a communication meeting devoted to reviewing the latest developments introduced by Law 59.24, published in Official Gazette No. 7485 on 23 February 2026, as well as the new special statute governing the interministerial corps of teacher-researchers at higher education institutions not affiliated with universities, established by Decree No. 2.23.546 of 15 Muharram 1445 (12 August 2023), in the presence of several teacher-researchers from the Higher Institutes of Nursing and Health Techniques Professions of Agadir and Tiznit.

The meeting was attended by human resources management specialists, who delivered a detailed presentation on the organisation of the committees established by the Coordination Council, as well as the main changes introduced by the new special statute under Decree No. 2.23.546 of 15 Muharram 1445 (12 August 2023). The presentation highlighted several issues related to the career paths and promotion of this category of teacher-researchers.

The meeting provided an opportunity for a direct discussion between the teacher-researchers and those responsible for managing matters concerning this category. Contributions and questions focused in particular on various situations related to promotion, as well as on issues arising from the new provisions governing the career paths of teacher-researchers at higher education institutions not affiliated with universities.

The discussion was marked by frankness and strong interaction, enabling teacher-researchers from the Agadir and Tiznit institutes to put their questions directly and obtain clarification on several cases and situations that had raised concerns among members of this category.

The organisation of the meeting was particularly significant, as it was the first communication meeting of its kind held at the national level to open a direct discussion on developments related to the promotion of teacher-researchers at higher education institutions not affiliated with universities. This reflects the importance of direct communication in supporting legal and administrative developments related to the career paths of teaching staff.

The initiative forms part of the momentum currently driving the ISPITS of Agadir. It was viewed as a communication effort capable of strengthening institutional dialogue and bringing information closer to teacher-researchers, thereby helping to clarify the new provisions and address issues related to their implementation.

Participants welcomed the initiative launched by the institute’s administration, which reflects the commitment of its director, Dr Nadia Kamal, to improving the various services provided by the institute and creating spaces for dialogue and communication on issues of concern to its teaching staff.

At the end of the meeting, the institute’s teacher-researchers and human resources managers expressed their thanks and appreciation to the speakers for their presence, engagement with the various issues raised and the clarifications provided on several matters related to the promotion of teacher-researchers. The meeting also helped establish direct communication channels on developments concerning the career and academic paths of this category.
